Since there is no GURPS forum, I'll post here and hope he sees it.
RCat, you know how you said that you would be make Agent Paper, but you needed a way to have the paper run out? Have you considered making an Energy Reserve as part of your power, and then limiting your powers by having them all require FP that comes from the Energy Reserve? I guess that is the standard way of making "ammo" for an Innate Attack power. I don't know why I didn't think of it last night, but I think that might work for you.
